&lt;br/&gt;This is what I'm saying. Meth bad? Yes: meth bad. Hysteria worse? Yes, hysteria worse.
&lt;br/&gt;
&lt;br/&gt;Crack bad? Yes, crack bad. Crack babies existed? No, crack babies did NOT exist.
&lt;br/&gt;
&lt;br/&gt;And entire generation of minority youth imprisoned? Priceless. That's what we call a cost-effective labor pool.
&lt;br/&gt;
&lt;br/&gt;So, we've almost run out of black people to throw in prison, time to turn our attention to no-good po' white trash by demonizing their drug of choice to the point where simple possession can be equated to attempted murder.
&lt;br/&gt;
&lt;br/&gt;Hey, maybe we can start seizing their property under narcotics seizure laws and auctioning it off to Wal-Mart! Even if they do fight us in court, we'll just call it eminent domain!
&lt;br/&gt;
&lt;br/&gt;And don't we have a war to fight in Iraq? What's this in your pocket, boy? A little crank, you say? Now, have I got a deal for you, Pfc Loser! You like the desert?
&lt;br/&gt;
&lt;br/&gt;And what do we do with our soliders as soon as we get them over there? That's right, pump them full of gubmint-issued amphetamines, so they'll fight better!
&lt;br/&gt;
&lt;br/&gt;Mark my words: meth hysteria is being used as a means to intimidate disenfranchize a population cohort that is right in the sites for semi-compulsory military service. If any red-staters are going to object to the war, it's the ones who end up being forced to fight it. &lt;/div&gt;

      <description>&lt;div&gt;Hola and Allo, I am the editor of an up and coming print magazine that deals with the very exciting topic of Whores, historical and contemporary. The magazine will also address issues of gender, identity, history and the arts. We are looking for writers always. But first we are looking to have the world weigh in on what it means to be a "whore". I would like to open up the discussion to more creative definitions than the usual " a whore is someone who gets paid for sex" partly because this is boring, and id historically untrue. A "prostitute" is someone who gets paid for sex, a whore is much more complicated. In fact during the middle ages, the term whore was actually an affectionate term. And then of course there are "food whores, media whores, attention whores, etc..." I am very interested what such far ranging and diverse writers like yourself have to say on the topic. 
&lt;br/&gt;In return I have a story for you:

&lt;br/&gt;As the sun blazed outside I readied myself to attend the annual awards dinner for the entrepreneurial philanthropic foundation. Oooh what excitement! I was going as the date of my charming older male friend whose friendship I have cherished as he is wise, and very kind. And no, I have never slept with him. Other women might spend that last half hour working on their new sonata, or a painting rich in angst, that other woman might be harried with a host of other cares and so might wear a wrinkled skirt and a dab of lip gloss. Not I.
&lt;br/&gt;A whore knows the difference between public and private, she knows that the art of being is about presentation, she pays attention to the details of her person knowing that her job is to be what you need her to be. Coconut scented lotion is chosen for that island musky remembrance-not the cucumber as tonight she is not vying for the fresh and pretty award. A dab of darker red nail polish is applied to toes that haven't seen a pedicure in weeks as the shoes that go with my fantastic drapy crepe dress are open toed. A moment of doubt as I realize that the event is corporate and I could opt for the wool dress and sling back heels with a bow on the toe. But the job of a whore is to wow not to mix in and so glorious shoulders revealed, long earrings hooked, and wild hair spritzed with just a hint of vanilla, Miss Ginger is ready to leave the city and go mingle with the rich and drab.
&lt;br/&gt;The Santa Clara Country Club is our party destination, a monstrosity of manicured lawns and beige arches that sits nestled amongst the headquarters of the most powerful venture capitalists in Silicon Valley. These people have valet parking for a parking lot. And as everyone knows a true whore nthrives on fantasy,  I was awfully disappointed that the country club looked like a church, and a protestant church at that. There were no tables fresh with white linen, no candles burning bright and to my horror---no trophy wives. I do like to consider myself an attractive and stylish woman but at thirty two with crooked teeth and hands scarred from years behind the bar, I am no blushing stunner. So imagine my dismay as I realize that compared to the tight poodled, suit jacketed corporate chicks, I was a raving beauty brash enough to make all the men scared to look my way. I could feel them eying me from behind though. Whores have highly tuned animal instincts and excellent peripheral vision-the peculiar talents of predatory prey.
&lt;br/&gt;So there I was, wine glass in hand, standing with my friend who is Indian who has of late, taken to wearing his hair long. The effect is oddly exotic. We make quite a pair. I can almost hear the whispers. These people so hungry, grasping at business cards, don't know that this man and I are indeed friends. That we forged our connection through long talks about spiritual matters, the ways of the world and finer points of being human. They don't know, they couldn't know as their world is one of bartering and trading everything they are for power, prestige and profit, that we actually deeply respect one another. 
&lt;br/&gt;It matters not. I am is whore. So be it. It is the world that makes a whore, not the other way around and I begin to feel myself changing under their gaze. Wide-hips undulate beneath my dress, my lips curve provocatively with a sneer. No longer am I earnest, anxious little me but instead I am wild, a sex pot, the girl who smokes and barely hides her tattoos under sheer brown. I suddenly wanted to blurt out the story of going to buy heroin for a friend who was having heart palpitations due to a late-night coke binge. I wanted to start singing "Love for sale", I wanted to lick the ear of the older Scottish gentleman to my right who kept checking out my ass.
&lt;br/&gt;But I didn't.  I am after all here in hopes that I might at least mention the magazine.I was netowrking-or so I thought. I was introduced to the woman who organized the event.  Unprepared and feeling foolish I prattled on about successful women in business while the term "trophy wives" kept pounding in my brain. It was all I could think of. The woman was confused and as she tried to answer my silly question, a small stream of saliva flew out of her mouth and landed on my dress. Such a human moment. Though the spitting on the whore had already begun, I felt nothing but kindness for her. We are never really perfect are we. Despite my compassion, the woman grew frightened of me  and her eyes begin to dart around like a nervous horse ready to bolt. But it is the woman next to her, an uptight powdered journalist for the Mercury news who suddenly locked me in her balefull gaze. 
&lt;br/&gt;"What is the name of the magazine," she asked Oh shit-This is not going to go well.  I tried to warn her. 
&lt;br/&gt;"It is about women-my magazine," I said in a sort of careful tone.  She insisted however, and when I said "Whore!" she recoiled as if I had slapped her. "Well, I will thank you not to feature me in your magazine" she spiat and then turned away. 
&lt;br/&gt;I had been officially  and suddenly snubbed. Her husband gamely asked what the magazine is about. 
&lt;br/&gt;"History" I said and in attempt to reclaim my dignity I add that "She couldn't be featured anyway because those women who are-are um-dead."
&lt;br/&gt; Whew! I really showed her, I tell ya, I am so slick with this "snub me I'll snub you" crap.
&lt;br/&gt;Out for a cigarette I went to calm my nerves and remind myself that in most situations I am rather charming. But that is the beauty of being thirty-two and well-heeled-experience wise-I know what I am about. I know that that there are certain shades of limelight that can just wreck a girl's complexion. So I took a deep breath and headed back inside armed with knowledge that I would never see any of those people again.

      <description>&lt;div&gt;OK, so tonight I went over to MIFA for my last night running a group for kids who have witnessed domestic violence and abuse. I work with the 4-7 year olds. These are kids who live in the MIFA apartments. In other words, these are kids who would be homeless if they weren't getting this rent-free housing. They get a free meal when they come. Tonight, they got ham sandwiches on white bread. They get 2 pickle chips and a slice of tomato, but they never eat that. They get a little pack of mayo. They also got a bag of chips, cookies, and a 16 oz can of Coke. Regular Classic Coca-Cola... caffeine laden, sugar-filled. What in the fuck?! They came in relatively alert, and by the time they were finishing up their Cokes, their behavior changes dramatically. By the end, they were just racing all over the place. Isn't it enough to be a drug baby, living in poverty, and witnessing violence on a regular basis? Do they have to be undernourished and overfed, too?!

      <title>Female circumcision surfaces in Iraq</title>

&lt;br/&gt;Set on an arid plain southeast of Kirkuk, Hasira looks like a place forsaken by time. Sheep amble past mud-brick houses and the odd sickly palm tree shades children's games. There is no electricity.
&lt;br/&gt;
&lt;br/&gt;Yet along with 39 other villages in this region that Iraq's Kurds have named Germian (meaning hot place), Hasira and its people have become noted for presenting the first statistical evidence in Iraq of the existence of female circumcision, or female genital mutilation (FGM), as critics call it.
&lt;br/&gt;
&lt;br/&gt;"We knew Germian was one of the areas most affected by the practice," says Thomas von der Osten-Sacken, director of a German nongovernmental organization called WADI, which has been based in Iraq for more than a decade.
&lt;br/&gt;
&lt;br/&gt;Of 1,554 women and girls over 10 years old interviewed by WADI's local medical team, 907, or more than 60 percent, said they had had the operation. The practice is known to exist throughout the Middle East, particularly in northern Saudi Arabia, southern Jordan, and Iraq. There is also circumstantial evidence to suggest it is present in Syria, western Iran, and southern Turkey.
&lt;br/&gt;
&lt;br/&gt;But while this practice was suspected in the region, there was never solid proof that the procedure was so prevalent.
&lt;br/&gt;
&lt;br/&gt;Controversial findingsWhen WADI presented the results of its survey in Vienna this spring, Mr. Osten-Sacken recalls, various Iraqi groups accused the group of being an agent of the Israelis. Even the Iraqi Kurdish authorities, who have backed efforts to combat FGM since the late 1990s, were rattled.
&lt;br/&gt;
&lt;br/&gt;While urban Kurds are generally more lax in religious practice and more Western-looking than most Iraqis - they are the major opponents of sharia for Iraq's new constitution, for instance - many rural pockets cling to traditions.
&lt;br/&gt;
&lt;br/&gt;"The [Kurdish] Ministry of Human Rights hauled us in for questioning," says Assi Frooz Aziz, coordinator of WADI's Germian medical team. "They accused us of publicizing the country's secrets."
&lt;br/&gt;
&lt;br/&gt;Secrecy obstructs awarenessBut it's not just obstructionism that has held up awareness of the phenomenon. Unlike in parts of Africa, where FGM is practiced relatively openly, in the Middle East it is veiled in secrecy.
&lt;br/&gt;
&lt;br/&gt;"You can't just walk into a village and ask people if they circumcise their daughters or not," says Germian social worker Hero Umar. "These people only talked because we've been bringing them medical help for over a year."
&lt;br/&gt;
&lt;br/&gt;Women in Hasira and the surrounding villages are reluctant to talk. But after long negotiation, Trifa Rashid Abdulkerim agrees to answer questions.
&lt;br/&gt;
&lt;br/&gt;A farmer's wife from the village of Milkhasim, she says she learned the techniques from her neighbor, and took over when she stopped performing the operation. "June is the best time of the year," she says, "and the best age for patients is between 3 and 8."
&lt;br/&gt;
&lt;br/&gt;Anti-FGM campaigners point out that FGM crosses religious and ethnic boundaries.
&lt;br/&gt;
&lt;br/&gt;But as a cleric in Sulaymaniyah puts it, "Islamic scholars have complex views on the phenomenon."
&lt;br/&gt;
&lt;br/&gt;Sitting in his office in the Kurdish city, Mohammed Ahmed Gaznei explains.
&lt;br/&gt;
&lt;br/&gt;"According to the Shafii school, which we Kurds belong to, circumcision is obligatory for both men and women. The Hanbali say it is obligatory only for men."
&lt;br/&gt;
&lt;br/&gt;Personally opposed to female circumcision, Mr. Gaznei has helped in campaigns to stamp it out.
&lt;br/&gt;
&lt;br/&gt;In 2002, he and other senior Kurdish clerics issued a religious edict, or fatwa, supporting the Hanbali practice. He has since appeared on TV several times to preach against FGM.
&lt;br/&gt;
&lt;br/&gt;In Germian, however, information is slow to filter through the population. Women are still thought to be promiscuous if they are uncircumcised, some people here say.
&lt;br/&gt;
&lt;br/&gt;"They say the food an uncircumcised woman cooks is unclean," says Shirin Ali, "and that a circumcised girl has more affection for her family."
&lt;br/&gt;
&lt;br/&gt;WADI workers said that four months ago in a village just north of Hasira, a newly married - and uncircumcised - woman was so badly treated by her in-laws that she performed the operation on herself.
&lt;br/&gt;
&lt;br/&gt;Hero Umar, the social worker, nonetheless thinks attitudes are slowly beginning to change.
&lt;br/&gt;
&lt;br/&gt;"Most imams are cooperative," she notes. "The biggest obstacle remaining is the older generation of women."&lt;/div&gt;

&lt;br/&gt;A Topeka church known for picketing the funerals of
&lt;br/&gt;people who died of AIDS has started picketing
&lt;br/&gt;soldiers' funerals.
&lt;br/&gt;

&lt;br/&gt;
&lt;br/&gt;NEWKIRK, Okla. - Flags flew at half-staff Saturday for
&lt;br/&gt;miles around this small community, honoring a small
&lt;br/&gt;guy with a big heart who was killed by a roadside bomb
&lt;br/&gt;in Iraq.
&lt;br/&gt;
&lt;br/&gt;But at the corner of the church where nearly half the
&lt;br/&gt;town gathered to say goodbye to Army Spc. Jared "Jed"
&lt;br/&gt;D. Hartley, an American flag was hanging upside-down
&lt;br/&gt;from neon cardboard signs.
&lt;br/&gt;
&lt;br/&gt;The signs said things like "America is Doomed," "God
&lt;br/&gt;Hates Fags" and "Thank God for IEDs."
&lt;br/&gt;
&lt;br/&gt;Ten people from Westboro Baptist Church in Topeka,
&lt;br/&gt;which is protesting at several American soldiers'
&lt;br/&gt;funerals, held the messages above their heads as
&lt;br/&gt;mourning friends and family filed into the stone
&lt;br/&gt;church at Seventh and Walnut.
&lt;br/&gt;
&lt;br/&gt;Tension hung in the air as Kevin Roe, a tall
&lt;br/&gt;firefighter and teacher with a strong build,
&lt;br/&gt;confronted the group.
&lt;br/&gt;
&lt;br/&gt;How can you do this, he asked.
&lt;br/&gt;
&lt;br/&gt;They gave no response.
&lt;br/&gt;
&lt;br/&gt;Newkirk Police Chief John Hobbs put his arm across
&lt;br/&gt;Roe's big chest, holding him back.
&lt;br/&gt;
&lt;br/&gt;"You're not right," Roe said.
&lt;br/&gt;
&lt;br/&gt;Hobbs stood between the picketers and Roe. One of the
&lt;br/&gt;protesters had an American flag hanging out of her
&lt;br/&gt;pants and onto the sidewalk.
&lt;br/&gt;
&lt;br/&gt;"She's stepping on my flag though, John," Roe said.
&lt;br/&gt;
&lt;br/&gt;The chief restrained him.
&lt;br/&gt;
&lt;br/&gt;"Let's not do this," Hobbs said. "Do it for the
&lt;br/&gt;family."
&lt;br/&gt;
&lt;br/&gt;"It was insulting," Roe said later. "I have three
&lt;br/&gt;children in the military, and it was insulting.
&lt;br/&gt;
&lt;br/&gt;"They were hoping to get beat up, which is a pretty
&lt;br/&gt;sad way to live their lives," he said.
&lt;br/&gt;
&lt;br/&gt;Some military officials believe Roe may be right.
&lt;br/&gt;
&lt;br/&gt;After Westboro Baptist announced it would protest at
&lt;br/&gt;funerals of American soldiers killed overseas,
&lt;br/&gt;officials issued an internal advisory to members of
&lt;br/&gt;the military urging them to ignore the protesters.
&lt;br/&gt;
&lt;br/&gt;"They will employ written and verbal inflammatory
&lt;br/&gt;language against the deceased person, their family and
&lt;br/&gt;military personnel to elicit desired responses," the
&lt;br/&gt;message reads. "This group will then file a civil
&lt;br/&gt;action in an effort to reach a settlement in order to
&lt;br/&gt;fund future activities."
&lt;br/&gt;
&lt;br/&gt;Capt. Brus Vidal of McConnell Air Force Base said he
&lt;br/&gt;had never seen a warning like it.
&lt;br/&gt;
&lt;br/&gt;"The bottom line is let the civilian authorities do
&lt;br/&gt;their job," Vidal said. "We obviously don't have any
&lt;br/&gt;ownership where these funerals are at."
&lt;br/&gt;
&lt;br/&gt;Military color guard members, volunteer Kay County
&lt;br/&gt;sheriff's officers and Newkirk police officers made
&lt;br/&gt;sure the Hartley family didn't see the protesters.
&lt;br/&gt;
&lt;br/&gt;They allowed the protest an hour before the funeral.
&lt;br/&gt;Then, after an officer radioed that the protesters
&lt;br/&gt;were out of the county, the family came to the church.
&lt;br/&gt;
&lt;br/&gt;One Westboro Baptist member who wasn't present at the
&lt;br/&gt;protest was Margie Phelps.
&lt;br/&gt;
&lt;br/&gt;The high-ranking Kansas Department of Corrections
&lt;br/&gt;official has drawn attention recently for her
&lt;br/&gt;involvement with the church's protests.
&lt;br/&gt;
&lt;br/&gt;But her religious life isn't impacting her
&lt;br/&gt;professionalism, Gov. Kathleen Sebelius' office said
&lt;br/&gt;in a statement Friday.
&lt;br/&gt;
&lt;br/&gt;"Whether or not we agree with an employee's personal
&lt;br/&gt;choices, we cannot punish them for their personal
&lt;br/&gt;behavior or political beliefs exercised outside the
&lt;br/&gt;workplace if those actions do not impact workplace
&lt;br/&gt;activity," the statement said. "Our understanding in
&lt;br/&gt;this particular situation is that there have been no
&lt;br/&gt;workplace interruptions or incidents, therefore there
&lt;br/&gt;is no action to be taken."
&lt;br/&gt;
&lt;br/&gt;Westboro Baptist Church members began protesting at
&lt;br/&gt;soldiers' funerals in June, claiming that God is
&lt;br/&gt;killing the soldiers with improvised explosive
&lt;br/&gt;devices, or IEDs, in retaliation for a plastic bomb
&lt;br/&gt;set off in front of Shirley Phelps-Roper in 1995,
&lt;br/&gt;Phelps-Roper said.
&lt;br/&gt;
&lt;br/&gt;"This country bombed Westboro Church with an IED," she
&lt;br/&gt;said in a telephone interview. "There's no coincidence
&lt;br/&gt;that these people are dying in massive numbers with
&lt;br/&gt;those IEDs."
&lt;br/&gt;
&lt;br/&gt;A flier announcing various funeral protests says:
&lt;br/&gt;
&lt;br/&gt;"They turned America
&lt;br/&gt;
&lt;br/&gt;Over to fags;
&lt;br/&gt;
&lt;br/&gt;They're coming home
&lt;br/&gt;
&lt;br/&gt;In body bags."
&lt;br/&gt;
&lt;br/&gt;"What this nation needs to understand is that the lord
&lt;br/&gt;their God will not put up with all this...
&lt;br/&gt;fornication, adultery and homosexuality," Phelps-Roper
&lt;br/&gt;said.
&lt;br/&gt;
&lt;br/&gt;"We're helping you connect the dots when we go to
&lt;br/&gt;these funerals," she said.
&lt;br/&gt;
&lt;br/&gt;Why Hartley's?
&lt;br/&gt;
&lt;br/&gt;"He's a microcosm," she said. "He's the next guy that
&lt;br/&gt;came up. We're not going to miss any of them unless we
&lt;br/&gt;just can't get there."
&lt;br/&gt;
&lt;br/&gt;At Hartley's burial, the 22-year-old who earned the
&lt;br/&gt;nickname the "Mighty Mosquito" on the basketball court
&lt;br/&gt;was more than a microcosm.
&lt;br/&gt;
&lt;br/&gt;Hundreds lined up to comfort Hartley's parents,
&lt;br/&gt;fiancee and brother.
&lt;br/&gt;
&lt;br/&gt;Six uniformed men carefully folded an American flag.
&lt;br/&gt;
&lt;br/&gt;Twenty-one gun shots rang across the Oklahoma fields.

&lt;br/&gt;(Tampa, Florida) A 21 year old Tampa man is charged
&lt;br/&gt;with murder after his 3-year old son was pummeled into
&lt;br/&gt;unconsciousness and then died.
&lt;br/&gt;
&lt;br/&gt;Ronnie Paris Jr. went on trial for his own life this
&lt;br/&gt;week in a Tampa courtroom.  The toddler's mother,
&lt;br/&gt;Nysheerah Paris, testified that her husband thought
&lt;br/&gt;the boy might be gay and would force him to box.  
&lt;br/&gt;
&lt;br/&gt;Nysheerah Paris told the court that Paris would make
&lt;br/&gt;the boy fight with him, slapping the child in the head
&lt;br/&gt;until he cried or wet himself. She said that on one
&lt;br/&gt;occasion Paris slammed the child against a wall
&lt;br/&gt;because he was vomiting.
&lt;br/&gt;
&lt;br/&gt;The court was told there had been a history of abuse
&lt;br/&gt;by Paris. Prosecutor Jalal Harb said that in 2002, the
&lt;br/&gt;Florida Department of Children &amp;amp; Families placed the
&lt;br/&gt;child in protective custody after he had been admitted
&lt;br/&gt;to the hospital several times for vomiting.
&lt;br/&gt;
&lt;br/&gt;He was returned to his parents Dec. 14. A month later
&lt;br/&gt;he went into a coma and was rushed to hospital.  Six
&lt;br/&gt;days later he was removed from life support and died. 
&lt;br/&gt;An autopsy showed there was swelling on both sides of
&lt;br/&gt;his brain. 
&lt;br/&gt;
&lt;br/&gt;"He was trying to teach him how to fight,'' Nysheerah
&lt;br/&gt;Paris' sister, Shanita Powell told the court. "He was
&lt;br/&gt;concerned that the child might be gay.''
&lt;br/&gt;
&lt;br/&gt;Following the child's death Tampa police Detective
&lt;br/&gt;Anthony Zambito thought there was something
&lt;br/&gt;suspicious. He testified that he questioned both
&lt;br/&gt;parents closely at the hospital. But it wasn't until
&lt;br/&gt;investigators questioned them separately Feb. 1 that
&lt;br/&gt;the boy's mother talked about the abuse.
&lt;br/&gt;
&lt;br/&gt;Paris was charged with capital murder and Nysheerah
&lt;br/&gt;Paris was charged with felony child neglect and faces
&lt;br/&gt;a maximum of 15 years in prison.&lt;/div&gt;

&lt;br/&gt;U.S. Report Lists Possibilities for Terrorist Attacks and Likely Toll

&lt;br/&gt;ASHINGTON, March 15 - The Department of Homeland Security, trying to focus antiterrorism spending better nationwide, has identified a dozen possible strikes it views as most plausible or devastating, including detonation of a nuclear device in a major city, release of sarin nerve agent in office buildings and a truck bombing of a sports arena. 
&lt;br/&gt;
&lt;br/&gt;The document, known simply as the National Planning Scenarios, reads more like a doomsday plan, offering estimates of the probable deaths and economic damage caused by each type of attack. 
&lt;br/&gt;
&lt;br/&gt;They include blowing up a chlorine tank, killing 17,500 people and injuring more than 100,000; spreading pneumonic plague in the bathrooms of an airport, sports arena and train station, killing 2,500 and sickening 8,000 worldwide; and infecting cattle with foot-and-mouth disease at several sites, costing hundreds of millions of dollars in losses. Specific locations are not named because the events could unfold in many major metropolitan or rural areas, the document says. 
&lt;br/&gt;
&lt;br/&gt;The agency's objective is not to scare the public, officials said, and they have no credible intelligence that such attacks are planned. The department did not intend to release the document publicly, but a draft of it was inadvertently posted on a Hawaii state government Web site.
&lt;br/&gt;
&lt;br/&gt;By identifying possible attacks and specifying what government agencies should do to prevent, respond to and recover from them, Homeland Security is trying for the first time to define what "prepared" means, officials said.
&lt;br/&gt;
&lt;br/&gt;That will help decide how billions of federal dollars are distributed in the future. Cities like New York that have targets with economic and symbolic value, or places with hazardous facilities like chemical plants could get a bigger share of agency money than before, while less vulnerable communities could receive less. 
&lt;br/&gt;
&lt;br/&gt;"We live in a world of finite resources, whether they be personnel or funding," said Matt A. Mayer, acting executive director of the Office of State and Local Government Coordination and Preparedness at the Homeland Security Department, which is in charge of the effort. 
&lt;br/&gt;
&lt;br/&gt;President Bush requested the list of priorities 15 months ago to address a widespread criticism of Homeland Security from members of Congress and antiterrorism experts that it was wasting money by spreading it out instead of focusing on areas or targets at greatest risk. Critics also have faulted the agency for not having a detailed plan on how to eliminate or reduce vulnerabilities.
&lt;br/&gt;
&lt;br/&gt;Michael Chertoff, the new secretary of homeland security, has made it clear that this risk-based planning will be a central theme of his tenure, saying that the nation must do a better job of identifying the greatest threats and then move aggressively to deal with them.
&lt;br/&gt;
&lt;br/&gt;"There's risk everywhere; risk is a part of life," Mr. Chertoff said in testimony before the Senate last week. "I think one thing I've tried to be clear in saying is we will not eliminate every risk."
&lt;br/&gt;
&lt;br/&gt;The goal of the document's planners was not to identify every type of possible terrorist attack. It does not include an airplane hijacking, for example, because "there are well developed and tested response plans" for such an incident. Planners included the threats they considered the most plausible or devastating, and that represented a range of the calamities that communities might need to prepare for, said Marc Short, a department spokesman. "Each scenario generally reflects suspected terrorist capabilities and known tradecraft," the document says. 
&lt;br/&gt;
&lt;br/&gt;To ensure that emergency planning is adequate for most possible hazards, three catastrophic natural events are included: an influenza pandemic, a magnitude 7.2 earthquake in a major city and a slow-moving Category 5 hurricane hitting a major East Coast city.
&lt;br/&gt;
&lt;br/&gt;The strike possibilities were used to create a comprehensive list of the capabilities and actions necessary to prevent attacks or handle incidents once they happen, like searching for the injured, treating the surge of victims at hospitals, distributing mass quantities of medicine and collecting the dead. 
&lt;br/&gt;
&lt;br/&gt;Once the White House approves the plan, which could happen within the next month, state and local governments will be asked to identify gaps in fulfilling the demands placed upon them by the possible strikes, officials said.
&lt;br/&gt;
&lt;br/&gt;No terrorist groups are identified in the documents. Instead, those responsible for the various hypothetical attacks are called Universal Adversary.
&lt;br/&gt;
&lt;br/&gt;The most devastating of the possible attacks - as measured by loss of life and economic impact - would be a nuclear bomb, the explosion of a liquid chlorine tank and an aerosol anthrax attack.
&lt;br/&gt;
&lt;br/&gt;The anthrax attack involves terrorists filling a truck with an aerosolized version of anthrax and driving through five cities over two weeks spraying it into the air. Public health officials, the report predicts, would probably not know of the initial attack until a day or two after it started. By the time it was over, an estimated 350,000 people would be exposed, and about 13,200 would die, the report predicts.
&lt;br/&gt;
&lt;br/&gt;The emphasis on casualty predictions is a critical part of the process, because Homeland Security officials want to establish what kinds of demands these incidents would place upon the public health and emergency response system. 
&lt;br/&gt;
&lt;br/&gt;"The public will want to know very quickly if it is safe to remain in the affected city and surrounding regions," the anthrax attack summary says. "Many persons will flee regardless of the public health guidance that is provided."
&lt;br/&gt;
&lt;br/&gt;Even in some cases where the expected casualties are relatively small, the document lays out extraordinary economic consequences, as with a radiological dispersal device, known as a "dirty bomb." The planning document predicts 540 initial deaths, but within 20 minutes, a radioactive plume would spread across 36 blocks, contaminating businesses, schools, shopping areas and homes, as well as transit systems and a sewage treatment plant.
&lt;br/&gt;
&lt;br/&gt;The authors of the reports have tried to make each possible attack as realistic as possible, providing details on how terrorists would obtain deadly chemicals, for example, and what equipment they would be likely to use to distribute it. But the document makes clear that "the Federal Bureau of Investigation is unaware of any credible intelligence that indicates that such an attack is being planned."
&lt;br/&gt;
&lt;br/&gt;Even so, local and state governments nationwide will soon be required to collaboratively plan their responses to these possible catastrophes. Starting perhaps as early as 2006, most communities would be expected to share specially trained personnel to handle certain hazardous materials, for example, instead of each city or town having its own unit.
&lt;br/&gt;
&lt;br/&gt;To prioritize spending nationwide, communities or regions will be ranked by population, population density and an inventory of critical infrastructure in the region.
&lt;br/&gt;
&lt;br/&gt;The communities in the first tier, the largest jurisdictions with the highest-value targets, will be expected to prepare more comprehensively than other communities, so they would be eligible for more federal money.
&lt;br/&gt;
&lt;br/&gt;"We can't spend equal amounts of money everywhere," said Mr. Mayer, of the Homeland Security Department.
&lt;br/&gt;
&lt;br/&gt;To some, the extraordinarily detailed planning documents in this effort - like a list of more than 1,500 distinct tasks that might need to be performed in these calamities - are an example of a Washington bureaucracy gone wild. 
&lt;br/&gt;
&lt;br/&gt;"The goal has to be to get things down to a manageable checklist," said Gary C. Scott, chief of the Campbell County Fire Department in Gillette, Wyo., who has served on one of the many advisory committees helping create the reports. "This is not a document you can decipher when you are on a scene. It scared the living daylights out of people." But federal officials and some domestic security experts say they are convinced that this is a threshold event in the national process of responding to the 2001 attacks.
&lt;br/&gt;
&lt;br/&gt;"Our country is at risk of spending ourselves to death without knowing the end site of what it takes to be prepared," said David Heyman, director of the homeland security program at the Center for Strategic and International Studies, a Washington-based research organization. "We have a great sense of vulnerability, but no sense of what it takes to be prepared. These scenarios provide us with an opportunity to address that.""

&lt;br/&gt;efore the "Rev. Dr." Matt Hale, the white racist leader, was arrested for seeking the murder of a federal judge, and long before the judge returned home last week to find her husband and mother murdered, I had lunch with him.
&lt;br/&gt;
&lt;br/&gt;Mr. Hale, who is smart, articulate and malignant, ranted about "race betrayers" as he picked at his fruit salad: "Interracial marriage is against nature. It's a form of bestiality."
&lt;br/&gt;
&lt;br/&gt;"Oh?" I replied. "Incidentally, my wife is Chinese-American."
&lt;br/&gt;
&lt;br/&gt;There was an awkward silence.
&lt;br/&gt;
&lt;br/&gt;Mr. Hale was convicted last year of soliciting the murder of Federal District Judge Joan Humphrey Lefkow. Now the police are investigating whether there is any link between Mr. Hale or his followers and the murders. Some white supremacists celebrated the killings, but Mr. Hale has strongly denied any involvement.
&lt;br/&gt;
&lt;br/&gt;The possibility that extremists carried out the murders for revenge or intimidation sends a chill through our judicial system, because it would then constitute an assault on our judiciary itself. Throughout U.S. history, only three federal judges have been murdered, but all three murders occurred after 1978 and all at their homes.
&lt;br/&gt;
&lt;br/&gt;Threats to federal judges and prosecutors have increased sharply since they began to be tabulated 25 years ago, but the attack on Judge Lefkow's family, if it was related to her work, would take such threats to a new level. Who would want to be a judge if that risked the lives of loved ones?
&lt;br/&gt;
&lt;br/&gt;Whatever the circumstances of those murders, Mr. Hale provides a scary window into a niche of America that few of us know much about. Since 9/11, we've focused almost exclusively on the risk of terrorism from Muslim foreigners, but we have plenty of potential homegrown Osamas.
&lt;br/&gt;
&lt;br/&gt;I interviewed Mr. Hale in 2002 because I had heard that he was becoming a key figure in America's hate community, recruiting followers with a savvy high-tech marketing machine. Over lunch in East Peoria, Ill., he described how as a schoolboy he had become a racist after seeing white girls kissing black boys.
&lt;br/&gt;
&lt;br/&gt;"I felt nauseous," he told me earnestly. 
&lt;br/&gt;
&lt;br/&gt;Mr. Hale said attacks on race-betrayers and "mud people" were understandable but a waste of time. "Suppose someone goes out and kills 10 blacks tonight," he said, shrugging. "Well, there are millions more."
&lt;br/&gt;
&lt;br/&gt;What troubled me most about Mr. Hale was not his extremist views, but his obvious organizational ability and talent to inspire his followers. When he was denied a law license in 1999 because of his racist views, a follower went on a rampage and shot 11 people - all blacks, Asians or Jews.
&lt;br/&gt;
&lt;br/&gt;After the Oklahoma City bombing, American law enforcement authorities cracked down quite effectively on domestic racists and militia leaders. But Mark Potok of the Southern Poverty Law Center, which monitors 760 hate groups with about 100,000 members, notes that after 9/11, the law enforcement focus switched overwhelmingly to Arabs.
&lt;br/&gt;
&lt;br/&gt;The Feds are right to be especially alarmed about Al Qaeda. But we also need to be more vigilant about the domestic white supremacists, neo-Nazis and militia members. After all, some have more W.M.D. than Saddam.
&lt;br/&gt;
&lt;br/&gt;Two years ago, for example, a Texan in a militia, William Krar, was caught with 25 machine guns and other weapons, a quarter-million rounds of ammunition, 60 pipe bombs and enough sodium cyanide to kill hundreds of people. 
&lt;br/&gt;
&lt;br/&gt;We were too complacent about Al Qaeda and foreign terrorists before 9/11. And now we're too complacent about homegrown threats.
&lt;br/&gt;
&lt;br/&gt;Mr. Hale handed me some of his church's gospels, including "The White Man's Bible" - which embarrassed me at the airport when I was selected for a random security screening and the contents of my bag laid out on a table. Then, even though the screeners apparently believed that I was a neo-Nazi with violent, racist tracts, they let me board without any further check.
&lt;br/&gt;
&lt;br/&gt;That "White Man's Bible" says: "We don't need the Jews, the [blacks], or any other mud people. ... We have the fighting creed to re-affirm the White Man's triumph of the will as heroically demonstrated by that greatest of all White leaders - Adolf Hitler. So let us get into the fight today, now! You have no alibi, no other way out, White Man! It's either Fight or Die!"
&lt;br/&gt;
&lt;br/&gt;So we don't have to go to Saudi Arabia to find violent religious extremists steeped in hatred for all America stands for. Wake up - they're here."&lt;/div&gt;

&lt;br/&gt;"BIRMINGHAM, Ala. Jan 15, 2005 — A woman angry with her 12-year-old daughter for having sex forced the girl to drink bleach and sat on her until the child died, a police detective said. 
&lt;br/&gt;
&lt;br/&gt;The girl's 9-year-old brother was forced to watch the attack, Detective Warren Cotton testified Thursday in a preliminary hearing for Tunisia Archie, 31. 
&lt;br/&gt;
&lt;br/&gt;Archie is charged with capital murder in the asphyxiation death of her daughter Jasmine. If convicted, she could be sentenced to death or life in prison without parole. 
&lt;br/&gt;
&lt;br/&gt;Cotton said Archie, who has been jailed without bond since shortly after her daughter's Nov. 26 death, told authorities she was disturbed because "her daughter told her that she was no longer a virgin."
&lt;br/&gt;
&lt;br/&gt;She said she poured bleach into Jasmine's mouth and the child vomited, he said, then sat on her until she stopped breathing, Cotton testified. 
&lt;br/&gt;
&lt;br/&gt;Archie forced Jasmine's 9-year-old brother Jacorey to watch the attack and "told him that if he shed a tear that she was going to kill him, too," Cotton testified."&lt;/div&gt;
